in my semi-democratic absolute monarchy, every citizen must spend at least a year in a randomly selected foreign country before being able to vote
making a state where every adult member of society has first-hand familiarity with another culture would surely create a much better political discourse
this is not a defence of the learned elite concept, i am imagining a place that is an actual democracy
