if the optimal number of penalty fares paid is not zero, then the penalty fare is underpriced
@hikari@social.noyu.me many years ago at my uni there was a group of people who created a penalty fare cooperative: they would each chip in a set amount of money a month (substantially lower than a monthly pass) and take money out of it to pay off penalties when they were caught riding without a ticket
