@hikari seems like an overuse of jails but that's just me
@whitequark regulations targeting things like banks are interesting because the use of violence is abstracted a lot on both sides. nobody goes to jail over minor procedural stuff

but also like. i'm not sure that you need to *ever* fall back on violence? you could simply withdraw the bank's license. other banks, being risk-averse as they are, will do the job marvelously
