apparently it's possible for gdm and your GNOME session to disagree about whether the caps lock key is pressed, so the caps lock light is on on both my keyboards and yet i'm typing in lowercase, but when i'm at the lock screen it warns me it's on and i'm typing in uppercase?!
and yes toggling it does do what you'd expect it to do. the casing is just totally flipped within the gnome session. no i have no idea how this is possible either
